Connection to networks is available in e-format
Currently about 60% of procedures in construction relate to technological connection to urban networks.
It takes to investors at least one third of financial expenses and time consumption during implementing a construction project. Therefore each grid company needs a clear and detailed regulation of all procedures in the framework of technological connection ranging from conclusion of agreement up to resource provision. Sergey Levkin, the Head of the Urban Planning Policy Department, told “VM” in an interview about the work on upgrading regulations, its advantages and convenience for developers and grid companies.
Sergey Ivanovich, let us speak about the regulations of issuance of documents on conformity of a constructed object to technical specifications which is performed by grid companies. Who conducts this work and what is the purpose?
For obtaining an occupancy permit a developer must attach the document certifying the conformity of the constructed object to technical specifications of a grid company. Moreover, the issuing procedure differs for various types of networks (electricity, gas, heating, water supply, list of documents and their content). Each grid company determines in regulations, what document according to the legislation on grid connection must be issued.
What is the principal difference of the process in accordance with the new regulations?
Before an approval of regulations developers had submitted in Mosgosstroynadzor various documents on the same type of networks in order to confirm compliance of the constructed object to technical specifications. Some of them provided “certificates” not envisaged by current legislation. Now the regulations of each grid company distinctly define the title of the document which must be issued by it for confirmation of compliance of the constructed object to technical specifications.
Grid companies, developers and Mosgosstroynadzor clearly understand what documents are implied. Mosgosstroynadzor doesn’t accept any other documents. That is the main thing. The regulations clearly define what division of the grid company a developer must contact, what are the specific documents he must submit to it in order to obtain a document on conformity and what is the term of obtaining this document.
There are 7 organizations operating as resource suppliers. Which organizations have already approved the new regulations? When the work will be finally complete?
The regulations for four of them have been approved over the past year and a half. Now coordination of draft regulations for other three companies is ongoing. All the works are scheduled for completion until the end of the year. Currently we are working very closely on electricity.
How do these regulations make life easier for developers and grid companies?
Organizational expenses and time consuming of developers are being reduced. Grid companies in turn, made it easier to organize their work. Elaboration of regulations for some companies operating in the old-fashioned way stimulated them to figure out their business processes and to initiate their optimization.
Today there is a much talk about transferring state services of grid companies to e-format. When are you going to do this?
It is an extensive and complicated process which has already been launched. Since the beginning of this year you can submit an e-request to Mosvodokanal for obtaining technical specifications and conclusion the agreement for connection to water supply and sewage networks on the state services portal.
We believe all the services of grid companies should be transferred to e-format. Furthermore, the whole interaction must be available in e-format starting from the stage of conclusion an agreement ending with its closure the way it has already been implemented in administrative procedures of construction sector. As a result the entire document flow must take place bypassing a developer.
Do you believe that elaboration of unified documents for all grid companies is possible in prospect?
The technological connection process has its own unique features for each type of utility systems. It is very difficult to talk about a full unity and uniformity of technological connection. Nevertheless our Department conducts preparation works in this sphere in collaboration with other Moscow city agencies under the leadership of the Ministry of Construction, Housing and Utilities of the Russian Federation and the Ministry of Economic Development and Trade.
In our opinion, it is really achievable now to combine applications for connection to all networks necessary for certain construction project into a single application which will be submitted via the state services Portal. We gained the experience of unifying several applications into one in the framework of including technical specifications on water supply and sewage system to the GPZU (development plan of land plot).
