The law on a single state customer in construction may be adopted by the end of the year

The course to accelerate housing, infrastructure and transport construction requires consolidation of efforts at all stages of work and centralization of decision-making. In this regard, in August of this year, Russian President Vladimir Putin instructed the government to work out the issue of consolidating state customers in construction. Later, Prime Minister Mikhail Mishustin signed an order on the transfer to the Ministry of Construction of Russia of six directorates-customers of capital construction projects that were previously part of the Ministry of Sports, the Ministry of Culture, the Ministry of Education and Science, the Ministry of Health of the Russian Federation and the Federal Tax Service. And at the end of last week, the Russian government submitted to the State Duma a bill on the creation of a public-law company “Single customer in the construction industry.”

According to the Deputy Prime Minister of the Russian Federation Marat Khusnullin, the law is planned to be adopted by the end of this year. “We consider it an ideal option for the law to pass by the end of the year, if it is adopted, then we need one or two more months to form the company,” the Deputy Prime Minister said. “Now we manage six directorates, which have been transferred to the Ministry of Construction from other ministries, and after the law appears, we will unite these directorates on the basis of a public law company and build a real manager with state capital investments.”

As the name of the bill implies, the main task of the new structure will be to fulfill the functions of a state customer and developer while ensuring the construction of various objects that are state-owned by the Russian Federation. According to Marat Khusnullin, today the key problem in construction is not builders, as is commonly believed, but customers who lack the competence and experience. By creating a public law company, the government expects to assemble a highly professional team in it and build a management system based on modern digital technologies. The positive consequences of creating a single state customer should be an increase in the quality of construction, a reduction in its terms and cost optimization.

Currently, methodological work is underway to unite construction directorates of a number of ministries and an analysis of existing problems, the quality of project documentation, and sources of funding. Work on the construction of facilities included in the program of activities of the Single Customer will be carried out by organizations determined in accordance with federal law No. 44 (on state purchases).

Another important innovation may be the creation of a specialized single state customer in the field of transport construction. “We are now working to unite transport facilities on the basis of the Rosavtodor company,” said the Deputy Prime Minister of the Russian government. “We are now discussing this topic with the new Minister of Transport, which path will we take in managing capital construction in the field of transport.”

It should be noted that the idea of ​​a single state customer was not born today. Moscow, where, by the way, Marat Khusnullin worked for a long time, has experience in creating a single construction operator for key budget projects. Ten years ago, to carry out programs for the development of transport infrastructure in the capital, a single decision-making center was determined, it became the engineering holding “Mosinzhproekt”. Now this company, owned by the Moscow Department of Construction, is responsible for the construction of the metro, roads, transport hubs and the implementation of other projects, being their single operator and manager of funds allocated from the budget.

The effectiveness of such a solution is confirmed by the successful implementation of a number of large infrastructure projects, such as the reconstruction of the Luzhniki Grand Sports Arena and the construction of the Zaryadye Park. Subsequently, in accordance with the decision of Russian President Vladimir Putin, the Mosinzhproekt company became the single operator of the so-called “chord ring” of Moscow. Since the Moscow holding has established itself well as a customer for the construction of infrastructure facilities, it seems quite reasonable to transfer this practice to the federal level. More than 300 billion rubles can be allocated to a single state customer in the construction sector within three years.
