Moscow authorities facilitate access to data on land plots for developers

During the last briefing on April 14 Sergey Levkin, Head of the Department of urban policy of Moscow, told about implementation of the program of reducing administrative barriers and facilitation of processing documentation in the field of construction.

According to Sergey Levkin, on March 29 the Mayor of Moscow Sergey Sobyanin signed a decree №137, which introduces a number of amendments to the procedure of preparation, approval, changing and cancellation of development plans of land plots (GPZU).

In accordance with the document, from 20 May, 2016 GPZU will include the following documents: technical conditions for connection to water supply and sewage networks and a line plan of utility networks and underground facilities located within the certain site. The implementation of this standard will not require additional effort on the part of developers.

For obtaining two services at once (GPZU and technical conditions) a developer has to submit one application; Moskomarkhitektura (Moscow Architecture  and City Planning Committee) will get all necessary information electronically without participation of an applicant.

According to Sergey Levkin, the reform aims at providing within GPZU the fullest data on urban planning conditions and restrictions on the development of the territory within the boundaries of a certain land plot. It is done to facilitate developer’s work.

“It has become possible due to the development of the Consolidated Plan of utility networks  and underground facilities of Moscow and also due to previously carried out transfer of the provision of technical conditions of the Moscow Water and Sewage Company (Mosvodokanal) in electronic format via the portal of state and municipal services of the city of Moscow,” he said.

The decision to complete the GPZU with information on underground communications and facilities, as well as on preliminary technical conditions of connection to water supply and sewage networks. This idea has already received approval from the Ministry of Construction of Russia, Ministry of Economic Development of Russia and the Agency for Strategic Initiatives. The approved by Minstroy new format of GPZU includes information on preliminary technical conditions of connection to all kinds of networks except electrical networks.
