New procedure for certification of experts of design documentation

On the portal of drafts of normative legal acts, a draft Decree of the Government of the Russian Federation “On the procedure for attestation, recertification for the right to prepare expert opinions on design documentation and (or) the results of engineering surveys” is posted.

The development of a new procedure for certification of experts is associated with the cancellation from January 1, 2021 in connection with the “regulatory guillotine” of the previously existing certification procedure, approved by the Decree of the Government of the Russian Federation of March 31, 2012 No. 271.

The main innovation of certification is the entry of information about an individual into the register of persons certified for the right to prepare opinions, instead of issuing a qualification certificate.

Another significant change is the need to submit for recertification at least once every 2.5 years a document on additional professional education in the relevant profile.

At the same time, during recertification, the knowledge of experts will not be tested. Recall that previously there was a requirement for advanced training at least once every 3 years.

An applicant for an expert position must have a higher education in the relevant field or higher education and professional retraining. Previously, only specialized higher education was required.

For recertification, an expert will now need to have expert work experience for at least 4 years and training experience at the level of at least 15 expert opinions.

Certification will also be carried out in electronic form using remote technologies. The corresponding technical and organizational requirements for such a procedure are given in the document.

The Ministry of Construction will be able to transfer technical support of the state service for certification and recertification to state (budgetary or autonomous) institutions subordinate to the Ministry.

Earlier, the ERZ.RF portal informed about the publication by the Ministry of Construction of recommendations on the procedure for submitting documents for certification (re-certification) of individuals for the right to prepare expert opinions on design documentation and the results of engineering surveys through the “Unified Portal of State and Municipal Services” (EPGU) system, as well as recommendations on certification (recertification).

Public discussion of the draft resolution will last until September 17, 2020.
