Renovation against bureaucracy. Documentation flow in construction will be simplified
Renovation of housing in Moscow promises to become another reason to simplify the mechanism of document circulation in the construction industry. Moscow authorities believe this will remove many administrative barriers.
To the question “What is the most difficult thing in construction today?” Contractors and investors respond: “To agree with resource-supplying companies”. Actually, this is the highest barrier that they have to take.
Networks make more nets than work
The “paper” way of the builder in Moscow from the idea to build a house takes six months. 140 procedures – there are so many now in the sphere of construction in the capital. Of course, this does not mean that you have to go through all of them, for each case – your own set of “steps”. Their number for an individual builder depends on how the land legal relations will be formalized, in which part of the city it is going to build the object, whether there are security zones of cultural objects, and other important parameters. For example, to build an apartment building, you have to go through up to 60 procedures, but most of them (60%) are connected with the connection to engineering networks.
Developers confirm: the most difficult for them – the preparation of documentation related specifically to resource-supplying organizations – MOEK, MOESK and Mosvodokanal. As experts evaluate the construction market, the full cycle of construction of housing in the city until the time of putting the house into operation is 3-4 years. Elementary logic suggests that such unhurried execution of authorizing securities will not have a positive effect on the overall terms of the renovation program, which is moving to Moscow in an active stage. What can we say about people, many of whom have packed boxes for moving to a new home, – discontent cannot be avoided, according to the officials
Converting «in electronic»
The city authorities are unhappy with the activities of network organizations: they call it opaque. In their opinion, there is no unified regulation of the provision of services. Therefore, it is suggested that the receipt of technical conditions for connection, the conclusion of technological connection agreements and the receipt of acts on the implementation of accession to all types of utility networks should be available electronically on the mos.ru portal. The Government of the Russian Federation and the Ministry of Construction has already supported the initiative of the mayor’s office for the “converting to the electronic system” and roadmap had been already developed.
Now the possibility of approving a new type of single town planning document that will reflect the engineering support of the residential quarter is being worked out, told the deputy mayor of Moscow on urban policy and construction issues Marat Khusnullin.
The right and the opportunity to develop a fundamentally new document – a comprehensive scheme for engineering support of the territory – is given to the Moscow authorities by the Law on Renovation in Moscow adopted by the Russian Parliament. This will allow to have information about where the engineering networks will be located and their technical characteristics (capacity, load, diameter, etc.) before the construction of the apartment building begins. With the help of these data, it will be possible to connect the renovation objects to the engineering networks more quickly. The Moscow construction complex expects that it will reduce the costs for laying networks, will allow them to modernize and, most importantly, simplify the very procedure of connection.
Following these innovations, the authorities plan to shorten the terms of registration of land and property relations, establish a notification procedure for earthworks. In the near future there will be drafts of these normative acts.
New mechanisms of engineering support for new houses will be tested on the renovation program. Moreover, after that, such an order will become mandatory for the entire construction industry of the capital.
