Rules for technical connection to electric networks simplified


On the Internet portal of legal information published Decree of the Government of the Russian Federation of March 10, 2020 No. 262 “On Amending Certain Acts of the Government of the Russian Federation on the Issue of Concluding Energy Supply Contracts (Purchase and Sale (Supply) of Electric Energy (Capacity) before the completion of the technological connection procedure and recognition have lost the force of certain provisions of certain acts of the Government of the Russian Federation. ”

The Decree introduces a number of significant changes to the Rules for technological connection of power receivers of consumers of electric energy, electric energy production facilities, as well as electric grid facilities belonging to grid organizations and other persons to electric grids approved by Decree of the Government of the Russian Federation No. 861 of 12/27/2004 (hereinafter – Rules).

These innovations will be relevant for developers. In particular, the changes will affect consumers – individual entrepreneurs and legal entities, with power of power receiving devices up to 150 kV, in terms of supplementing the Rules with the features of technological connection of this category of applicants.

Features of technological connection provides:

  • conclusion of the contract by issuing an invoice to the applicant to pay for the technical connection and pay such an invoice. The contract will be considered concluded from the date of payment of the invoice;
  • the possibility of interest-free installment payment in the amount of 90 percent for a period of up to 3 years with the condition of a quarterly payment in equal installments;
  • placement by the network organization on its official website in the user’s personal account of the terms of the contract, technical conditions, accounts and instructions for the actions of the applicant;
  • the obligation of the network organization to install and commission the electricity meter.

The Decree of the Government of the Russian Federation also made corresponding changes to the “Basic Provisions for the Functioning of Retail Electricity Markets”, approved by Decree of the Government of the Russian Federation No. 442 of 05/04/2012.

The resolution comes into force on July 1, 2020.
