Developers will be able to apply for connection to all networks at once
One of the problems that builders constantly face is the accession of new facilities to engineering networks. In Moscow, it will be a little easier to resolve these issues.
One of these days the government of capital and six largest resource-supplying organizations (RNO) have signed the agreement on interaction at rendering of services in an electronic kind. Representatives of JSC “OEK”, PJSC “MOEK”, PJSC “MOESK”, JSC “Mosvodokanal”, JSC “Mosgaz” and JSC “Mosoblgaz” put their signature under the document. Now, developers can submit through the official portal of the mayor and the government of Moscow a single application for connection to all types of resources.
As explained by the head of the Department of Urban Development Policy of Moscow Sergey Levkin, it is about the possibility of filing a single application by the applicant in order to obtain technical conditions, concluding agreements on connecting capital construction facilities to engineering and technical support networks, and for obtaining acts on technological connection.
Work to reduce administrative barriers continues in other areas. By the end of this year, developers will be able to receive information about underground communications in Moscow in electronic form. For this purpose, it is planned to transfer to the online mode the acceptance of documents for the conduct of a consolidated plan of underground communications and facilities, as well as providing information from it. This will greatly simplify the procedure for obtaining these documents.
In addition, until the end of the year, three more services will be transferred to the electronic form. Acceptance of materials and engineering survey data will be available online. Also, developers will be able to enroll in a survey geodetic survey and make proposals for amendments to the rules of land use and development (PZZ) via the Internet.
Recall that work to improve the business environment and reduce administrative barriers in construction has been ongoing for six years. By the end of 2018 it is planned to complete the transfer to the electronic form of 16 services of grid companies.
Initially, a single application for connection to all types of resources will be available in three subjects of the federation – Moscow, St. Petersburg and the Moscow region. If this practice proves successful, it is planned to extend it to the whole country.
