Sergey Levkin: creating a unifieddigital area for developers in Moscow
The immediate plans for optimizing administrative procedures in Moscow are connected with the introduction of a fundamentally new approach to organizing the interaction of construction participants and authorities. About this “VM” said on Thursday, May 16, the head of the Department of urban planning policy of the city of Moscow Sergey Levkin.
– A new approach to organizing the interaction of construction participants and authorities is based on the implementation of integrated services on the basis of a single digital interaction platform while maintaining control over the quality and safety of construction. The concept of providing integrated services in construction is currently being developed, ”said Levkin.
According to the head of the department, a complex service involves grouping individual procedures into construction phases: the developer submits one application, which is considered simultaneously by several authorities and organizations to form an agreed position on the possibility of implementing the corresponding phase of the construction project.
“The implementation of integrated services based on a single digital interaction platform will make it possible to eliminate redundant interactions due to the work of all construction participants in a single electronic environment,” said Levkin.
The transfer to the electronic form of services of network organizations allowed, on the basis of the official portal of the mayor and the government of Moscow, to create a “one window” for receiving both state services in the construction industry and services of resource-supplying organizations.
– Since December 20 of last year, the possibility of obtaining the services of resource-supplying organizations on connection to various types of resources on the official portal of the mayor and the government of Moscow has been ensured. Since the transfer to the electronic form of these services received more than 3000 applications, – he said.
The head of the department noted that back in 2017, the capital had initiated the experiment to translate the services of resource-supplying organizations into electronic form, including within a single application.
– Now developers can receive technical specifications in electronic form, conclude connection agreements and issue technological connection acts regarding electricity, gas, heat, water supply and drainage networks through mos.ru with six resource-supplying organizations – JSC OEK, PJSC “MOEK”, PJSC “MOESK”, JSC “Mosvodokanal”, JSC “MOSGAZ”, JSC “Mosoblgaz”, – explained Levkin.
Also, according to the head of the agency, the transfer of these services into electronic form has reduced the time required for developers to interact with resource-supplying organizations by providing electronic interaction from the moment of filing the application until the result of the service.
Work to simplify the procedure for obtaining permits for construction is carried out in Moscow for more than one year. The main tool for modernizing the public administration system is the use of information technologies in the provision of services in the construction industry.
Today, the capital is indeed the leader in the optimization and informatization of licensing procedures in the construction industry.
All the main public services of the construction sector – from the design of the urban development plan of the land plot (GPZU) to the commissioning of the object (a total of 21 state services) – are converted into electronic form and are provided through mos.ru – the official portal of the mayor and the government of Moscow.
At the same time, 16 public services, including obtaining construction permits and permits for commissioning, are provided exclusively in electronic form. As part of the services of the Building Complex of Moscow, the electronic service is available in full: from filing an application to obtaining a result.
Electronic services are highly demanded. At the beginning of this work in 2013, when the first seven procedures were transferred to the online format, only 12 percent of the applications were submitted electronically. In 2019, this figure is already 95 percent of all applications
An information infrastructure has been created in Moscow to provide developers with information on previously conducted geological and geodetic surveys – this is a consolidated plan of underground utilities and structures of the city of Moscow and the state fund of materials and engineering surveys of the capital.
Recall that Russian President Vladimir Putin ordered by 2020 to ensure the connection of objects to the networks on the principle of “one window”.
Further reform is planned to be implemented through the introduction of a fundamentally new approach to organizing the interaction of construction participants and authorities based on the implementation of complex services on the basis of a single digital interaction platform, while maintaining control over the quality and safety of construction.
