The list of backbone companies included 54 developers and 22 utilities, which will now be able to apply for state support
The government commission on enhancing the sustainability of the Russian economy has approved an updated federal list of backbone organizations in the construction industry and housing and communal services. This was reported to Stroygazeta in the press service of the Ministry of Construction of Russia, responsible for the preparation of this list.
According to the head of the department, Vladimir Yakushev, the updated list includes 76 industry companies, including 54 developers and 22 utilities. The selection criteria for organizations were approved in early April at a meeting of the operational headquarters to prevent the negative effects of the spread of coronavirus. So, for construction companies, one of the criteria was the volume of construction in accordance with existing permits at a level of at least 400 thousand square meters. m (according to this criterion, 43 organizations were included in the list). The revenue for the group of companies from the construction of engineering structures for 2019 should be at least 10 billion rubles (11 companies correspond to this indicator). Recall that previously the “lower threshold” of housing was 1 million squares, and only three companies – PIK, LSR and Etalon groups – were systemically important in the country. Now, for example, FSK, Inteko, Kortros, Pioneer, Capital Group, Lingonberry and others are included in the list of the largest and most important developers for the economy.
“The total volume of facilities under construction under the current building permits of the organizations included in the list is 53.5 million square meters” – said the Minister of Construction and Housing and Public Utilities Vladimir Yakushev.
The list also included 22 enterprises from the housing sector. This, in particular, Mosvodokanal, Vodokanal of St. Petersburg, Rosvodokanal, Teploenergo, etc. Seven of them meet industry criteria such as revenue for 2019 regarding the type of production, transmission and distribution activities steam and hot water, air conditioning – at least 12 billion rubles. Another 13 housing and communal services companies were able to confirm the fact of conducting business in cities of federal significance and in administrative centers of constituent entities of the Russian Federation. At the same time, their last year’s revenue from the abstraction, purification and distribution of water, the collection and treatment of wastewater is at least 3.5 billion rubles. Two more water supply and sewage management organizations of the Moscow and Leningrad regions (State Unitary Enterprise Vodokanal of the Leningrad Region, State Unitary Enterprise of the Moscow Region Communal Systems of the Moscow Region) were included in the list as having a dominant position in the water supply and sanitation market in regions with a total population of over 9.5 million people.
At the same time, as the head of the Ministry of Construction of Russia Vladimir Yakushev has repeatedly noted, inclusion in this list does not mean automatic access to money, but gives companies the opportunity to more quickly resolve issues of lending, deferred tax payments and other measures of state support. In case of critical problems, they will also be able to contact the government commission for support.
It is possible that the list of backbone organizations will also expand. At least, the minister appointed his deputies – Nikita Stasishin (in construction) and Maxim Egorov (in housing and communal services), responsible for the further development of the list and its updating.
The mechanism of backbone enterprises, developed in 2008, is used to determine the list of enterprises that, from the point of view of paying taxes, from the point of view of employment, from the point of view of the presence of some critical technologies or work in any areas important for the state, territories, are subject to special monitoring by the authorities. Housing and communal services will not be left unattended
Deputy Minister of Construction and Housing and Public Utilities of Russia Maxim Egorov held a meeting with resource-supplying organizations (RNOs), included in the list of backbone enterprises of the Russian economy. The meeting discussed the organization of stress testing of financial stability of companies, monitoring their economic activity, existing and possible support measures.
“The enterprises of the housing and communal complex provide life support for the citizens of our country,” said Maxim Egorov. “Their uninterrupted and trouble-free operation is one of the decisive factors in maintaining decent living conditions for citizens in self-isolation, in the continuous functioning of medical, budgetary institutions, the industrial sector and other organizations.” The implementation of support measures for housing and communal services enterprises will make it possible to optimize their financial expenses in the face of lower payments by consumers, a weakening ruble and a decrease in the activity of the Russian economy as a whole. This, in turn, will allow us to direct funds to ensure reliable and uninterrupted operation of the industry and to prepare for the autumn-winter period 2020-2021.
The Ministry of Construction of Russia conducts weekly monitoring of the state of the enterprises included in the list, since the well-being of the industry as a whole and the comfort of people depend on their stable functioning.
In 56 constituent entities of the Russian Federation, regional lists of backbone construction companies have been additionally approved (NOSTROY data, as of April 28).
