Workshop on errors devoted to GPZU issues was held on 19th of October

The seminar was attended by Chairman of the Board of the Investors Association of Moscow Lyubov Tsvetkova, Deputy Head of the Moscow City Planning Policy Department Stanislav Krymov, Deputy Head of the PZZ (Land Use and Development Rules) of the Moscow Architecture Committee Andrei Istomin and other representatives of the executive authorities of Moscow.

During the meeting, the issues of changing the permitted type of use of the sites proposed for construction, the order of registration of illegally constructed facilities, as well as the peculiarities of urban planning activities within the boundaries of sanitary protection and “green” zones were discussed. In addition, the participants of the seminar raised issues of urban development activities in the historical areas of the capital and design and near specially protected natural areas.

Of particular interest was the question of working with historic buildings and old dilapidated buildings. The representatives of the city authorities explained the procedure and rules for the execution of documents for construction work at such sites. Also, the seminar showed that potential developers have questions about the rules of public hearings.

Another block of discussions was related to the peculiarities of projects within the boundaries of industrial and municipal zones of the city. For the time being, a number of questions raise the status of zones of integrated sustainable development of territories (KURT).

According to Stanislav Krymov, a number of questions posed by developers have a systemic nature and require not a “manual”, but a fundamental decision at the level of interdepartmental interaction. In the near future, consultations will be held with specialists from the departments of city property and urban planning policy with representatives of the Moscow City Architecture Committee.

In conclusion, A. Istomin stressed that a greater dialogue is needed between the government and developers. “Sometimes we are not clear about the intentions of the applicants, what exactly they want and what mechanisms can be used for this. It is precisely a clear understanding of the tasks that will allow us to optimize the mechanisms for the design of urban planning documentation, ”said a representative of the Moscow City Architecture Committee.
