130 days enough to issue construction permit in 2017
The term of administrative procedures to obtain construction permits in Moscow will be reduced to 130 days this year, said Natalia Antipina, State Secretary, Deputy Head of the Ministry of Construction of the Russian Federation.
“In previous four years the Moscow government has been done serious systematic work on removal of administrative barriers. The time required for procedures were reduced for 160 days, and today the term of procedures amounts to 263 days. Our task for the next year is to reduce the term to 130 days,” said Natalia Antipina during the expert discussions at the Urban Talks roundtable.
According to her, the work on developing schemes of administrative procedures in Moscow and St. Petersburg is ongoing.
“This is the first step to appropriate informing of investors on the order of procedures. He will have a clear list of procedures and their sequence to go through in order to obtain a construction permit,” said the deputy minister.
Natalia Antipina added that next year a so called “Calculator of Procedures” will be launched. “An investor can fill in parameters of the certain object which he wants to build, and receive a rough calculation of the number of procedures, their timing and cost,” she explained.
The deputy minister recalled that the work on lowering of administrative barriers has begun in 2012. At that time the terms of all the procedures required to obtain a construction permit, amounted to 423 days.
