85% state services for construction available online
Most developers have appreciated advantages of state e-services related to construction. Currently, 85% of the state services are provided in electronic format.
“If in 2013 we started with 12%, now we have more than 85% of such applications, if we consider the period from the beginning of the year,” said Sergey Levkin, Head of the Department of the Urban Planning Policy of Moscow.
He noted that 12 out of 14 state services in the field of urban planning are transferred to electronic format, this measure greatly reduced administrative burden on developers.
“Moscow is the first Russian city, which has transferred key state services related to construction sector to electronic format, the whole set is now provided online – from application to the result of service,” said Sergey Levkin in an interview with RIA Real Estate.
The Head of Department also noted that the issue of administrative barriers is not as acute for developers as it was 5-6 years ago.
According to him, now the Government of Moscow regulates the work of non-state companies.
“During the construction process – starting with registration of the land and up to commissioning of a building – about 60-70% of procedures concern technological connection to utility networks. These services are provided by commercial grid companies such as MUEGC (Moscow United Power Grid Company) and others,” explained Sergey Levkin.
Earlier Segrey Levkin has reminded that in order to reduce the administrative burden on developers three more state services will be converted to electronic format before the end of the year.
In August of 2016 two services will be transferred to electronic format: approval of PSTS (project specific technical specifications) and validation of estimated value of capital construction projects.
In November, 2016, the service of issuance of certificate on compliance of documentation to the Consolidated Plan of underground utilities and structures will be provided online; the data from the Consolidated Plan will be available in December.
