Almost 6 thousand construction and occupancy permits issued online in Moscow
5953 construction and occupancy permits were issued via the internet since 2013, when the service started to be available in electronic format.
Nowadays Mosgosstroynadzor (Moscow State Construction Supervision Committee) provides three e-services for developers. These include issuance of construction and occupancy permits, as well as certificate of conforming compliance of the constructed buildings with the norms and rules.
Timing for consideration of applications submitted via the city portal of state and municipal services does not exceed 10 days. The service desk of Mosgostroynadzor based one “one stop shop” principle; it is equipped with workstations, where specialists provide assistance in submitting necessary documents.
The e-service “Giving notice of the beginning and the end of construction and installation works” was launched in 2015. According to Mosgosstroynadzor, 1464 notifications are already received from developers. Since July 1, 2015, developers can submit this kind of notification only in electronic format according to the decision of presidium of the city government chaired by the Moscow Mayor Sergey Sobyanin.
“The number of users who prefer electronic services is constantly growing. We focus our efforts on IT-development of the city and its municipal services. Transferring of state services in e-format prevents corruption in construction sector,” said the Mayor of Moscow Sergey Sobyanin.
Provision of state services in electronic format is one of the measures for lowering administrative barriers, which allows saving time and money.
Over the past four years much work has been done in Moscow in this respect. This constitutes an important step towards reduction of term required for all procedures to obtain construction permits (from 423 to 263 days). The Moscow authorities plan to improve this figure up to 130 days.
