Andrey Varichev: transition to interactive interaction with applicants may allow reduction of the period of expertise
The transition of Glavgosexpertiza of Russia and all expert organizations to interactive interaction with applicants, including, among other things, the creation of a single register of expert opinions and a federal state information system for pricing in construction will make it possible to shorten the time for examination and reduce administrative barriers. This opinion was expressed by the member of the Board of the Russian Union of Industrialists and Entrepreneurs, the chairman of the committee for improving control and supervisory activities and the removal of administrative barriers, Andrei Varichev, as part of the III All-Russian Meeting of State Expertise Organizations.
“In order to reduce the time required for the passage of licensing procedures, it is expedient to establish the possibility of simultaneous passage of environmental and town planning expertise of project documentation, return to the Glavgosexpertise of Russia the authority for the environmental assessment of project documentation and conduct it exclusively at the pre-project stage,” he suggested.
Varichev reminded that one of the priority tasks now facing the state and business is to ensure the sustainable development of the Russian economy, including through the improvement of production technologies and construction methods, as well as the removal of administrative barriers and a reduction in the timing of consideration of permits.
