Barriers in road construction will be removed

27.06.2019

Russian President Vladimir Putin at a meeting of the State Council voiced the instruction to reduce administrative barriers in road construction.

“Administrative barriers still remain an obstacle to the introduction of innovative solutions when choosing modern materials and structures for the objective selection of the contractor during the competition. A lot of inspectors, fuss, paperwork, claims of supervisory authorities, which often contradict each other. And the facilities either do not surrender on time, or their quality remains doubtful, ”noted Vladimir Putin.

The head of state instructed each region of Russia to develop and adopt a program for the development of road facilities, calculated until 2024, which will help contractors in the long-term planning of road works and the cost of acquiring expensive equipment.

Vladimir Putin also touched on pricing issues in the field of road construction. “Contractors often enter the tender where the prices of bitumen, asphalt, asphalt concrete, rubble and other materials are deliberately low, so companies either refuse such contracts altogether, or, as they like and“ succeed, get out ”, which negatively affects quality of roads, and on the timing of road construction, ”- said the President and instructed the responsible departments to understand this situation.
