Case study: developer tests the term of obtaining GPZU
In the framework of the project “Test Purchase” the city authorities have issued the development plan of the land plot (GPZU) for construction of a warehouse complex class B + in 27 days. This was announced by Eduard Kitsenko, founder of the developer company Podium Market.
“The application for GPZU was submitted online via the portal of state services on March 31. Thus, the company has obtained GPZU in advance of the date scheduled: it took 27 days instead of 30, provided by the legislation,” said Eduard Kitsenko.
He noted that before starting works today it is necessary to pass only though nine procedures that should take no more than 99 days.
In October, 2015, the World Bank published the Doing Business ranking 2016, according to which the Russian Federation moved up by 11 points, compared with last year results (51st position). The country also improved its figures on the indicator ” Dealing with construction permits” – it jumped by 37 points (from 156th to 119th position). The indicator “Dealing with construction permits” includes all procedures that must be passed by a company in order to build a facility.
On April 29, 2016, the First Deputy Prime Minister of the Russian Federation Igor Shuvalov tasked the Ministry of Construction to continue the work on lowering administrative barriers in construction sector and to reach a level of the Doing Business leaders in three years.
It is to be recalled that the participant of the project “Test Purchase” fashion-retailer Podium Market is trying to complete approval procedures and build a warehouse complex B+ (low-risk category) in a record-breaking time. Kommersant PH is a media partner of the project.
