Change of the order of corrections in the PZZ has decreased the date of formation of documents
The special procedure for making adjustments to the Land Use and Development Rules (PPZ) had a positive effect on the timing of the preparation of urban planning documentation. This was stated by the deputy head of the department of the PHD of the Moscow Architecture Committee Andrei Istomin during a seminar for developers.
“Since August, in some cases, a special procedure is possible for introducing amendments to the Land Use and Development Rules. This has led to a reduction in the processing time for urban planning documentation”, said Andrei Istomin.
He explained that in the event of a single amendment to the document aimed at adjusting the technical and economic indicators of the future facility by no more than 10%, passing the public hearing procedure is not required.
“Developers are often faced with a slight change in the volume of the building, for example, during the construction of the elevator shaft, or technical rooms. This does not affect the general appearance of the building, does not change it significantly, but can greatly complicate the procedure, ”added Andrei Istomin.
According to the deputy head of the department, work on improving the workflow mechanisms will continue.
