Changes in regulation of the industry will reduce the construction time
Changes in regulatory legal acts help to reduce the time for the implementation of construction projects, said First Deputy Minister of Construction and Housing and Public Utilities of Russia Irek Fayzullin.
“Big changes are taking place in the legal regulation of the construction industry. A number of documents have been released that significantly simplify the activities of the construction complex. Order of the Ministry of Construction of Russia dated March 30, 2020 No. 175 makes it possible in both design and construction to fix the initial price of the contract, it spells out the methodology for making an estimate of such a contract and the procedure for changing its price. This measure allows to speed up the construction process when implementing budgetary regional, municipal and federal orders, which is extremely important for the country’s economy, Irek Fayzullin said.
The official also recalled that from July 1, 2018, all project documentation and expert opinions on it are accumulated in a single register (USRZ), which makes it possible to reuse projects and optimize the time and cost of their implementation.
“But this also provides for a very responsible attitude of designers and experts to the quality of the downloaded documentation. I pay special attention to the importance of this moment. It is necessary to make changes to the project documentation, if any, before January 1, 2021”, Irek Fayzullin emphasized.
