Connections to utility networks to reduce by year-end
According to the head of the Department of the Urban Planning Policy of Moscow Sergey Levkin, Moscow authorities intend to pass three resolutions to reduce number of excessive procedures during capital construction objects’ connection to utility networks.
“By year-end we will pass three resolutions which will allow to reduce number of excessive procedures during capital construction objects’ connection to utility networks. We have already adopted two resolutions since the beginning of the year. They have reduced a number of procedures during the connection to power supply networks to 3 and during the connection to water supply and sewage networks to 6”, – said Sergey Levkin.
According to his words, today, in order to build a facility, developers have to pass about 60-70 procedures. Most of them concern technical connection to utility networks. These services are rendered by non-governmental public organizations. An activity of such organizations are not regulated and transparent. For this reason, Moscow authorities plan to standardize resource providers’ services and to transfer them to e-format. In prospect, we plan to make it possible to obtain technical specifications of connection, concluding technological connection agreements and obtaining of acts of realization of technical connection to all kinds of utility networks in e-format with using Moscow Mayor’s website.
