Construction of water supply and sewage networks to be simplified
The Russian government has approved two exhaustive lists of administrative procedures for construction of water and sewage networks.
The list for construction of linear facilities includes 111 procedures, while the list for construction of water supply and sewage networks with the exception of linear facilities comprises of 175 procedures.
These two lists are created due to the fact that procedures for construction of linear facilities of water supply and sewage are very different from the procedures for construction of other water supply and sewage systems.
Thus, facilities for pumping stations and sewage treatment plants need to be connected to all kinds of engineering and technical support networks – gas, heat and electricity. Linear water supply and sewage objects do not require such a scheme.
Exhaustive lists and rules will come into force six months later.
It is to be recalled that the decision of the Russian government to adopt exhaustive lists of procedures will reduce administrative barriers in construction of water supply and sewage networks. In addition, it is expected to increase the effectiveness of executive bodies of the subjects of the Russian Federation and local authorities.
In turn, Moscow gradually lowers administrative procedures in construction industry. One of the recent developments in this field is the abolishment of construction permit for five types of utilities.
