Creating a consolidated plan of underground communications of moscow simplified connection to networks

The summary plan of underground utilities and facilities contributes to a significant reduction in the time required for conducting engineering surveys for developers and obtaining technical opinions. This was told by the manager of the State Budget Institution “Mosgorgeotrest” Alexander Serov in an interview with RIA Real Estate.

“The expansion of cities leads to an increase in the need for the development of engineering networks and communications. In addition, the design and construction of new underground communications requires the availability of information about the existing underground infrastructure. To simplify urban planning, we have created a single Consolidated plan for underground utilities and facilities, ”said Alexander Serov.

The manager explained that this is actually a cadastre of the underground space of Moscow, more than 300 thousand documents accumulated since 1944 were digitized to create it.

“The work to create a Master Plan has been completed, but the information is constantly updated. Changes in the Master Plan occur on a daily basis, ”Alexander Serov said, noting that the Master Plan optimizes the processes of connecting new facilities to utilities and thereby reduces administrative barriers.

“These services are implemented in electronic form – that is, the applicant can submit documents and get results without leaving his workplace or even from home – through the official portal of the mayor and the government of Moscow. This significantly saves time for urban developers and designers, who are the main consumers of these services, ”added Alexander Serov.

Earlier, the Deputy Mayor of Moscow in the Government of Moscow on urban planning and construction issues Marat Khusnullin noted the need for systematic work to simplify administrative procedures in the construction industry. “Today, construction affects a lot of related industries, is governed by a package of laws – town planning code, land code, energy laws, on registration and others. Link them to each other only in manual mode. If you do not do this, the residential building will be built for five years. We build it in three years, while the construction work itself takes 18 months”, said Marat Khusnullin.
