Digital “super services” will be created in Russia
The Ministry of Digital Development, Telecommunications and Mass Media of the Russian Federation has prepared a plan for the digital transformation of the public administration system, the key element of which is the idea of “super services”.
The concept of “super services” involves not only submitting an online application, but also receiving the service itself in electronic format. The provision of electronic public services to citizens is supposed to be made on the basis of data that are already at the disposal of the authorities.
The first elements of “super services” are planned to be launched this year. In total, the plan for 2020 means the digitalization of 10 areas, including the creation of the Digital Construction service.
“When choosing services, it is necessary to focus on significance for citizens, rather than ease of implementation. The same applies to the goal in terms of the number of citizens ’appeals, many services are already implemented online, and a qualitative improvement will only occur if the range of“remote ”services is expanded,” said Nikolai Legkodimov, head of technological practice at KPMG in Russia and the CIS.
According to the Ministry of Communications, the implementation of the digital transformation plan by the end of the year will ensure the availability of 10% of socially significant services of the State Services portal and transfer 5% of all requests for their provision in electronic format.
