Draft bill on change of terms of issuing construction permits passed in first reading
The Russian State Duma has passed in the first reading a draft bill offering a new standard of calculating the period for issuing permits for construction and commissioning of facilities.
This bill was introduced by the speaker of the Federation Council Valentina Matviyenko in March 2016.
“The draft of the federal law introduces amendments to the articles 51 and 55 of the City Planning Code of the Russian Federation providing for calculation of the term of delivery of state services for issuing construction and occupancy permits not in calendar, but in working days,” said in a memorandum, reports RIA Property.
Now the state services of issuance construction and occupancy permits are delivered in 10-days period from the date of submission of an application. This period is calculated in calendar days, including all weekends, except for official holidays.
In case of coincidence of a weekend and a public holiday, a day off is transferred to the working day following the holiday. This reduces the number of working days required to carry out all the procedures related to state services.
This is especially true in case of submitting an application before the New Year and May holidays.
