5 types of utilities can be built without permits

Moscow authorities have canceled the need to obtain construction permits for five types of utility systems. The decree signed by the Moscow Mayor Sergey Sobyanin on March 22, 2016, according to the portal of the Construction Complex.

Now there is no need to get a construction permit to build LV and MV power supply facilities (up to 20 kV), as well as heat supply networks with operating pressure up to 0.07 MPa and temperature up to 115 deg. C.

These procedures are also cancelled for water supply and sewerage networks (of up to 300 mm), water disposal networks of surface runoff (with diameter up to 1 thousand mm), gas supply pipes (up to 0.6 Mpa), as well as utilities  requiring reconstruction without increase of exclusion zone.

“The procedures required for construction of engineering networks take too much time. At best an object emerges in 2 years after the decision on its construction. Canceling procedure of obtaining a construction permit will significantly reduce the time of construction of engineering networks in Moscow,” said the Head of the Moscow department of urban planning policy Sergey Levkin.

According to him, this issue has been discussed by the Moscow government for several years. As a result of systematic work with networking organizations and regulatory authorities, a list of networks with minimal safety risks was elaborated. Networks included in it provide connection of certain objects under construction.

“Construction of housing, social and other objects goes hand in hand with the need to connect them to utilities systems. Canceling the need to obtain a construction permit will reduce the time of technological connection of objects, and thus greatly accelerate their commissioning in Moscow. At the same time we preserve the actual procedures for arrangement of distribution lines,” added Sergey Levkin.

According to the Department of urban planning policy, the Union of Administrative Technical Inspections (UATI) and Rostechnadzor (Federal Environmental, Industrial and Nuclear Supervision Service) will be charged with  supervision over arrangement and operation of networks, built without the construction permit.
