Following Moscow 6 Russian regions actively reduce administrative barriers
As few as six regions of the country are working efficiently to provide the most complete list of administrative procedures in the field of housing construction, said the Head of the Ministry of Construction of Russia Mikhail Men.
The Minister said that these six regions include the Republic of Sakha (Yakutia), the Republic of Chuvashia, Yaroslavl region, Lipetsk region, Yamalo-Nenets Autonomous District, Chita region.
“However, it is still too early to name the work of regional governmental agencies on lowering administrative barriers in construction industry as satisfactory. 51 subjects of Russia has not provided any information on the approved plan for reducing administrative barriers, and in 29 regions there are no assigned officials in charge for updating regulatory and legal documentation in order to bring it in line with the list of procedures,” said Mikhail Men.
Mikhail Men also noted that during the forum RusRealExpo, which took place in Moscow on July 18, major domestic developers noted opposition of regional authorities to the process of lowering of administrative barriers. The Ministry of Construction, the attorney office and the authorized representatives of the RF President in the districts will address this problem.
It has to be recalled that Moscow is the national leader in reduction of administrative procedures in construction. In the Doing Business ranking of 2015 Moscow gained 119th place (before that it was 156th) due to the index “Dealing with Construction Permits”.
In addition, 100% of state services in construction are available in Moscow in electronic format. It is considered to be one of the measures of reducing administrative barriers.
