Government will simplify real estate registration procedures
The Russian government approved a package of amendments to the federal law “On state registration of real estate” and legislative acts of the Russian Federation in the field of cadastral registration and registration of rights.
The new bill will help simplify the mechanisms for registering real estate, including through the interaction of citizens with Rosreestr through public service portals, which will save the parties from a number of redundant procedures.
In particular, in the case of citizens, they will remove the need to receive an enhanced qualified electronic signature to conclude transactions with authorities that can themselves convert all the necessary documents into electronic form and submit them for registration.
The approved document will also allow increasing the transparency of the work of state registrars, prohibiting the resale of the information of the Unified State Register of Real Estate, securing the functions of the state cadastral engineer and expanding the capabilities of users of the electronic personal account on the Rosreestr website.
“We have fundamentally approached the correction of legislative deficiencies, based primarily on the opinions of consumers of public services – business, industry experts, market participants and, of course, citizens. Therefore, the proposed package of changes will greatly simplify most procedures for market participants, and fill in the legal gaps in the accounting and registration sphere”, said Deputy Prime Minister of the Russian Federation Victoria Abramchenko.
