Key factor of Russian growth in doing business – optimization of technical accessories


Russia has risen in the ranking of the World Bank Doing Business, primarily due to the reform of the procedures for connecting facilities to utilities, said Minister of Construction and Housing and Public Utilities of the Russian Federation Vladimir Yakushev.

“The key factor in improving the performance in the rating was the optimization of technological connection procedures, including as part of the pilot project for converting the services of resource-supplying organizations into electronic form, regulated by RF Government Resolution No. 955,” said Vladimir Yakushev.

According to the head of the Ministry of Construction, the World Bank experts also took into account previously implemented measures to reduce the period for issuing building permits and obtaining GPZU this year.

Vladimir Yakushev said that at the federal level, the possibility of further reducing the terms of key administrative procedures is being considered. So, the time for issuing building permits and putting objects into operation is planned to be reduced to five working days, the term for issuing a GPZU – up to 14 working days.

Recall that this year Russia climbed three points in the Doing Business ranking of the World Bank, taking 28th place. In the direction “Obtaining building permits”, our country rose by 22 positions and took 26th place out of 190 evaluated countries.
