Khusnullin: necessary to remove excessable barriers in construction industry

For the effective development of the Russian construction industry, it is necessary to continue work on reducing administrative barriers not only in the capital, but also in the regions. This was announced in an interview with Rossiyskaya Gazeta by the Deputy Mayor of Moscow for urban planning and construction issues Marat Khusnullin.

The deputy mayor noted that today many construction processes have to be adjusted “manually” to reduce construction time.

“Today, construction affects a lot of related industries, is regulated by a package of laws – town planning code, land code, laws on energy, on registration, etc. Link them to each other can only be in manual mode. If you do not do this, the apartment building will be built for five years. We build it in three years, while the construction work itself takes 18 months, ”said Marat Khusnullin.

The head of the Moscow Construction Complex stressed that construction requires system management, automation of regulatory mechanisms, and rejection of redundant procedures.

“To change this situation, it is necessary to remove excessive restrictive barriers. And what is important, the last State Council did not just talk about it. Under the leadership of the head of the presidential staff, Sergei Kiriyenko, there was a specific study of the governors, how to do this, how to organize work to implement the task set by the president along the entire chain, including the municipalities. They divided into six groups and, with the involvement of experts, brainstorming, discussed all aspects of this work – financial mechanisms, regulation of town planning documentation, development of the social sphere … And all this is just to get away from the manual mode and go to system management “, – said Marat Khusnullin.

The deputy mayor added that it is also necessary not only to increase the volume of construction, but also to clear the market of unscrupulous developers and solve the problem of deceived co-investors.
