Kozak proposes to allow construction subcontractors to work without SRO tolerances
During the Congress of the Association “National Association of Builders” (NOSTROY) the Deputy Prime Minister of the Russian Federation Dmitry Kozak has proposed to allow construction subcontractors to work without SRO tolerances.
Construction subcontractors which are not planning in the future to engage in general contracting, do not have to apply for admission to construction works, considers the Deputy Prime Minister.
He reminded that the self-regulatory organizations reform in construction is underway, it implies the adoption of the right of subcontractors not to be mandatory engaged in SRO or to apply for tolerances. The transitional stage of the reform lasts until July 1, 2017.
He stressed that first of all we need to think not about SRO but about construction business. According to Kozak, self-regulatory organizations are already too bureaucratized.
