Laws adopted in July will increase efficiency in the construction industry


The State Duma last month approved a number of laws that will help increase the efficiency of the construction industry, said its chairman Vyacheslav Volodin.

«The laws adopted by the State Duma in July aimed at developing the construction industry will achieve greater efficiency in providing citizens with housing, developing transport infrastructure and creating new jobs», – he said.

The Chairman of the State Duma recalled that during this time amendments to the Urban Planning Code were adopted, regulating the processes of interaction at all levels – federal, regional and local. The period for making changes to the territorial planning documentation has also been reduced from three to one month. The procedure for laying utility networks during construction was simplified, the list of mandatory for providing documentation on the planning of the territory and additional obtaining a building permit was reduced, which is important when transferring utilities.

«All these innovations are aimed at one thing – the construction of modern, comfortable multifunctional areas for life as soon as possible. Areas where everything is convenient and accessible – housing and work, schools, kindergartens and clinics, transport infrastructure, recreation and leisure opportunities for children and adults», – said Vyacheslav Volodin.

Amendments to the 44 federal law were also approved to simplify procurement procedures in the field of construction and overhaul for state and municipal customers.

«In general, from January to July, the State Duma adopted about fifty amendments to a number of federal laws in the urban planning sphere, which reduce bureaucratic procedures, and therefore the construction period, and, most importantly, increase the investment attractiveness of complex development projects. The adopted laws will significantly increase the efficiency of work in construction», – added Vyacheslav Volodin.
