Dynamic development of the city is impossible without active construction. Unfortunately, the pace of construction of the facilities, which should make life of Muscovites easier and more comfortable, depends not only on developers, but also on terms of administrative procedures. Last year specialists of Construction complex took all required actions to reduce administrative barriers in construction and to provide an opportunity to realize a projects in short terms.
Last year was one of the most active in terms of the reforms of administrative barriers in construction in Moscow. Optimization of the procedures and reducing its period, transfer to e-services and its development and organization of maximally clear business environment were priority areas for reducing administrative barriers.
Transfer of the services provided by Construction complex to the e-format can be named as one of the most significant areas in reducing administrative barriers. Approval of technical specifications, issue of engineering opinion on the compliance of utility networks and underground facilities to the Consolidated Plan and provision of information from Consolidated Plan of utility networks and underground facilities became exclusively available in e-format in 2016.
“We almost transferred to electronic document flow: 13 state services in construction could be issued in e-format. Thanks to this Moscow rose by64 positions in world ranking and takes 115 position”-, says the Deputy Mayor for urban policy and construction, Marat Khusnullin
“Developers’ cabinet” is now available on the Construction complex website. It is a unique service, which provides an access to the documentation about sites of construction. Companies can significantly speed up all procedures by using it: check the list of facility for every construction company, become familiar with all information about facilities with links to the documentation and also learn the data about checking and fines. Moreover, “Calculator of procedures” was also launched.
Moreover, 5 redundant procedures in construction, procedures of supervision for building projects with low risk level and approval of architectural and urban sites decisions for small non-residential projects in the suburbs of Moscow were excluded in 2016.
Citizens of suburbs suppose that huge developers do not care about them. Brand new decisions about adding of information about underground utilities and prior technical conditions of connection to the network were added to GPZU in 2016 to speed up processes of the provision of built-up areas with the required utilities.
The result of such massive work was not long to come. According to World Bank, administrative barriers in the city reduced twice from 2014. The members of construction market today not only know about reforms, but also mention its positive effect.
Project of reduction of administrative barriers were repeatedly discussed during various industry events, the round tables involving experts were held. For instance, during Moscow Urban Forum 2016 the presentation of specialized services for developers was held. This instruments allowed to get past paperwork and transfer to electronic wprkflow.
– We have significantly simplified the access to the “Developers’ cabinet”. You do not need to fill in paper application to get the access to electronic service and pass through extra confirmation. All you need to do is just apply via Internet by “Enter for developers’ section at ugd.mos.ru via own account at state services website. It takes two days to consider the application, and previously it took few weeks of even a month, – explains the Head of of the Moscow department of urban planning policy, Sergey Levkin. Furthermore “Unified contact center of Construction complex”, kind of “one window sevice” for developers, should simplify the job.
