Ministry of construction to review state regulation on energy efficiency
Interdepartmental working group will review the state regulation in the field of energy efficiency, and propose measures for elimination of administrative barriers, said Andrey Belyuchenko, the director of the Department of urban planning activities and architecture of the Ministry of Construction.
According to him, this group affiliated with the Russian Ministry of Construction will start working in October. Members of the working group will develop valuation parameters for energy efficiency of buildings and elaborate recommendations for monitor system on fulfillment of building rules and regulations. Moreover they will be engaged in development of economic incentives for construction of buildings with low power consumption and energy-efficient capital repairs of residential buildings, as well as for choosing energy-efficient typical design solutions.
“In terms of cost of a life cycle of a building, construction of energy efficient homes are by 15-20 % more expensive, but by 60-70 % cheaper to operate,” said Andrey Belyuchenko.
He noted that additional capital investments will be recovered in 5-8 years in the form of savings on utility bills and reduction in use of hydrocarbons.
Andrey Belyuchenko also said that the database of building codes and standards is being updated with regard to energy efficiency requirements. 500 regulations will be developed and updated, 400 of them – to the end of 2017.
