Minstroy optimizes procedure of re-examination of projects

The Ministry of Construction of Russia plans to simplify the procedure for passing the second state examination of projects, said Deputy Minister of Construction and Housing of the Russian Federation Dmitry Volkov.

“It is planned to optimize procedures related to the re-examination of project documentation. Now, with any re-entry into the expertise, the entire project must be redone if the requirements of the joint venture or GOST have changed. The legislation plans to consolidate the possibility to take into account only the norms of the regulatory and technical regulation in force for three years, which is in effect at the time of submission of documentation for the examination, and by decision of the Russian government – for the project period, construction organization, ”said Dmitry Volkov.

The deputy minister added that now when re-applying to the examination, it is necessary to provide a complete set of project documentation and surveys, even if they have not been amended.

Dmitry Volkov expressed confidence that the new order will reduce the number of documents required for this procedure, and reduce the time for it.

“Undoubtedly, all this will make it possible to specify the grounds for re-examination, simplify the procedure for its implementation and reduce the number of documents sent for re-examination. This will lead to a reduction in the construction period of facilities by three to six months in case of the need to make changes to the project documentation, ”the official said.
