Minstroy will reduce the number of compulsory procedures in the sphere of housing construction
Over the past three years, six exhaustive lists of procedures have been developed and approved in various areas: housing construction, construction of electric grid facilities, construction of heat supply networks, etc. The Ministry of Construction and Housing and Communal Services continues to work on optimizing these lists.
Therefore, for example, the exhaustive list of procedures in the field of housing construction at the time of approval (2014) contained 134 procedures at the federal level and 10 regional ones. During the optimization, the federal part of the list was reduced to 114 procedures. However, by the end of this year, it plans to leave only 107 procedures.
However, she believes that the number of administrative procedures is no longer critical for developers. «Today, it is much more important to concentrate on reducing the timing of procedures, as well as ensuring transparency and accessibility of information in the urban planning area», – said Natalia Antipina.
Now, the average term for obtaining a permit for the construction of a multi-storey residential building in Russia is 120 days. It is planned that due to the implementation of targeted models of simplification of business procedures in 2021, the passage of this procedure in the regions should take no more than 82 days.
