Moscow boosted figures in the rating Doing Business of the World Bank
Last year the position of Moscow in the World Bank’s ranking Doing Business has improved by 37 points in the index Dealing with Construction Permits. Russia represented by its capital, where the reforms took place, has risen from 156th to 119th position.
According to the head of the Moscow department of urban planning policy Sergey Levkin, Moscow expects to gain 34th position of the index Dealing with Construction Permits in 2018.
To achieve this goal, the city authorities in cooperation with federal ministries develop measures for simplifying and speeding up the procedures for obtaining construction permits.
“Converting public services to electronic format we are reduce direct communication of officials and developers, making procedures transparent due to electronic format,” – stressed Sergey Levkin.
The Department officials noted that the World Bank took into account the arguments of Russia evaluating the index “Dealing with construction permits” of the ranking Doing Business-2016. Changes in the methodology were made – a new fourth criterion “Building quality control index” was added. It is calculated on a scale of 0 to 15.
“In Moscow Building quality control index corresponds to a high level, it amounts to 14 points out of 15”, – said Sergey Levkin.
He also said that this index evaluates regulatory regime in construction industry, quality control of a full cycle of construction works, security mechanisms, regulations on legal liability and insurance as well as the level of professional qualification requirements.
