Moscow developers learned to submit quarterly reports in electronic format


Quarterly reports of developers based in Moscow are accepted online and checked automatically on the portal of state services, reports the portal of the Construction Complex.

Submission of reports in electronic format is presented as a pilot project in Moscow. Therefore Moskomstroyinvest (the Moscow Committee for Realization of Construction Investment Projects and Co-Investment Agreements) conducts training seminars for developers, in order to explain in detail and bring to notice the specialties of filling in the online reports on

The latest seminar on March 21 was attended by 108 construction companies, including four foreign ones. Providing reports in electronic format an investor doesn’t need to carry his documents to Moskomstroyinvest; he can double-check and fill in all necessary information via the portal of state services, make amendments and submit the final version online.

Developers showed interest in the possibility to amend the already sent reports. Responding to this question representatives of Moskomstroyinvest said that in case of errors a developer is obliged to send a notifying letter to the Committee.

Detecting failures will be more easy with e-document management for Moskomstroyinvest and State Revenue Service, which also receive financial reports from developers.

“The Committee together with the State Revenue Service reached an agreement on information exchange. If a developer provides us tax reports which differ from each other – this fact will be clear at once and will affect his business activities,” said the deputy chairman of Moskomstroyinvest Alexander Goncharov.

Therefore, developers should be responsible and attentive while filling in their reports – their public image will depend on it. The Ministry of Construction of the Russian Federation plans to adopt the Moscow practice of receiving quarterly reports online.

Minstroy has already prepared the relevant draft, which has already passed the first reading in the State Duma. Now the federation subjects have 45 days to submit their proposals to the bill.
