Moscow experience is used to reduce administrative barriers in other regions of the country
The deadline for obtaining permits for construction in Russia will be reduced by 30% by the end of this year. This was stated by Dmitry Voronkov, head of the department for monitoring business initiatives and interaction with business associations of the Agency for Strategic Initiatives (ASI).
The Ministry of Construction and Housing and Communal Services jointly with ASI, the Ministry of Economic Development and the Government of Moscow prepared a new version of the roadmap for improving the investment climate and reducing barriers to construction. It is planned that her project will be submitted to the Russian government in the near future.
“The work of the Moscow government is obvious. When obtaining construction permits in almost 3.5 times – from 51 to 14 – it was possible to reduce the number of procedures. Also, the terms for obtaining a building permit have been reduced almost twofold – from 423 to 239 and a half days”, said Voronkov.
According to the expert, the goal of the innovations is to provide in the regions of Russia a common practice for law enforcement in construction, as well as to shorten the time for obtaining a permit for the construction of a multi-unit apartment building from 180 days to 129 days by the end of 2017 and up to 82 days by the end of 2021. It is also planned to optimize and unify the procedures for connecting to gas, electricity and heat supply networks.
“The experience of Moscow will be amended in the lists of approvals. Excessive procedures will be excluded”, explained Voronkov.
