Moscow introduces best foreign practices of administration of construction

PricewaterhouseCoopers conducted a study that examined the best foreign practices of public administration. In Moscow, a number of foreign public administration practices have been introduced in full or in part, something – at the stage of elaboration. This was announced at the Moscow Urban Forum by the head of the Department of Urban Development Policy of the city of Moscow, Sergey Levkin.

“According to the result of the study, simultaneous review of documentation by different departments on one application is distributed abroad. The developer submits only one request and a single package of documents that are submitted for consideration to various authorities. In Moscow, this possibility was realized when connecting to engineering networks from December 2018, ”said Sergey Levkin. According to him, since the launch of this option on the portal mos.ru about 4,000 applications have already been submitted.

Among other world practices implemented in our part, Levkin called the procedure for registering ownership of a newly built object. “Often, in foreign practices, the developer is not obliged to register ownership of a newly built object, such an application is sent by the authority that issued the input permit. We have implemented this principle partially, only in relation to individual housing construction projects, ”he noted.

The speaker paid special attention to the fact that specialized electronic platforms are being created for the operational interaction of developers and coordinating agencies in foreign countries, which will also be introduced in Moscow.

“Moscow Mayor Sergei Sobyanin sets the goal to simplify the process of interaction between representatives of the investment and construction community, to reduce administrative barriers. This can be achieved only if all the participants in the construction will be in a single information space. This information space should be a digital interaction platform, which is planned to be created on the basis of the information and technological infrastructure of the city of Moscow, ”said the head of the Department.

According to him, today, proposals for the implementation in Moscow of a pilot project for the provision of integrated services in construction on the basis of a digital interaction platform are actively being worked out with the participation of Moscow and federal authorities.
