Moscow investors interested in optimizing process of connecting to utility networks


One of the topics of a course of workshops “Dialogue with investor”, held by Moskomstroyinvest (Moscow Committee for Realization of Construction Investment Projects and Co-Investment Agreements), will be “Optimizing procedures of connection to utility networks.”

There is no coincidence in this interest. On March 29, 2016, the Moscow Mayor Sergey Sobyanin signed a decree #137, which introduces a number of amendments to the procedure of preparation, approval, amendment and cancellation of development plans of land plots (GPZU).

According to this document, since May 20, 2016, the provisions to include in GPZU technical conditions for connecting to water supply and sewage networks came into force, as well as the situational plan with description of underground utilities and structures located in the boundaries of the land plot.

Implementation of this paragraph will not require any additional effort on the part of developers. In order to get both GPZU and technical conditions, a developer needs to submit one application. Moskomarkhitektura (the Moscow Architecture and City Planning Committee) will obtain all necessary information electronically without participation of an applicant.

The decision to include in GPZU information on technical conditions and utility networks was approved by the Ministry of Construction of Russia, Ministry of Economic Development of Russia and the Agency for Strategic Initiatives.

As previously stated the Deputy Mayor for urban policy and construction Marat Khusnullin, the implementation of a large-scale project on facilitation of administrative procedures in the field of construction has begun in 2012.

“The work on optimization of procedures for connecting newly constructed objects to utility networks is ongoing. We start issuing GPZU with conditions of connection objects to sewage and water supply networks, and by the end of the year we plan to include in GPZU information on connecting to power supply networks,” noted Marat Khusnullin.

Investors have chosen 7 topics for discussion including:
–    Practice of granting land plots for construction purposes;
–    Strengthening the developer’s control over the financial stability and the targeted use of funds;
–    Registration of changes in the permitted use of land. Practical experience;
–    Unified bank of projects as a tool for interaction between investors, developers and city authorities;
–    Fate of squatter development projects: “pardon impossible to execute”;
–    MUEC (Moscow United Energy Company) and developers: approaches and regulations of interaction. Responsibility for delay in the terms of construction projects.

It has to be recalled that 8th workshop “Dialogue with investor” will be held on June 1, 2016. It is organized by Moskomstroyinvest.
