Moscow issued more than 5.3 thousand construction and occupancy permits on the internet
5,364,000 construction and occupancy permits were issued in Moscow on the Internet since 2013, when this service became available in electronic format.
Three services of Mosgosstroynadzor (Moscow State Construction Supervision Committee) are now available for developers in e-format. It includes issuance of construction and occupancy permits, as well as statement of conformity of a constructed facility with the technical regulations and project documentation.
According to the Moscow State Construction Supervision Committee, the response time for claims filed via the Moscow portal of public and municipal services of the capital does not exceed 10 days. For convenience of developers the service desk (one stop shop principle) of the Committee is equipped with workstations, where specialists provide assistance in filing documents. Moreover the e-service “Forwarding of notice about the beginning and the end of construction and installation works” is launched. From July, 1, 2015 it can be submitted only in e-format. Developers have already submitted 1262 of such notices.
It is to be recalled that a request for government services in the construction industry can be done from anywhere in the world at any time through a personal account on the Moscow portal of state and municipal services. It is a real saver of time for developers. The applicant does not need to collect a huge amount of documents: all of them are at the disposal of government bodies and are transmitted through the base information register. You do not need to be present at any stage of the application process.
The applicant can also track the progress of consideration of his appeal on the Moscow portal of public and municipal services.
As previously stated Deputy Mayor for urban policy and construction Marat Khusnullin, the Russian capital has moved from 180th position in 2013 to 156th in 2015 in the World Bank’s ranking index “Construction Permit”.
“We are working systematically at reducing administrative barriers in construction industry. Today Moscow has 14 types of public services in the field of investment and construction activities, and 12 of them we provide e-format. These arrangements gears up capital flow in the construction industry, and of course it makes the procedure of obtaining public services open and transparent”, – said Marat Khusnullin.
