Moscow issued more than 7.5 thousand construction and occupancy permits in e-format

7516 construction and occupancy permits were issued online in Moscow since 2013, when the service started to be available in electronic format, reports representatives if Mosgosstroynadzor (Moscow State Construction Supervision Committee).

Besides that 1052 notifications on commencement and completion of construction and installation works have been submitted by developers via the portal of state services. This service is provided only online since July 1, 2015.

The service desk of Mosgostroynadzor is based on “one stop shop” principle; it is equipped with workstations, where specialists provide assistance in submitting necessary documents.

As it was stated by the Mayor of Moscow, Sergey Sobyanin, the number of users who prefer electronic services is constantly growing.

“We are actively working for the city informatization and developing municipal e-services,” said Sergey Sobyanin.

He stressed that the transfer of state services to electronic format prevents corruption in construction industry.

Transfer of state services in construction industry to electronic format is an important step in reducing administrative barriers. This is a time saver for developers.

Nowadays developers are able to obtain construction and occupancy permits as well as certificates of conforming compliance of the constructed buildings with the norms and rules (ZOS).

The term for consideration of applications submitted via the portal of state services does not exceed 10 days, in case of getting ZOS it amounts to 5 days.

Moreover Mosgosstroynadzor has launched a service of submitting notifications on commencement and completion of construction and installation works.

Developers can take part in online seminars on provision of state services in electronic format. Seminars are free of charge.
