Moscow leads the national ranking of the state of the investment climate

Moscow not only confirmed its position, taking first place, as in 2019, but also significantly improved the integral index in the National Ranking of the State of the Investment Climate, said Sergey Levkin, head of the Moscow City Planning Policy Department.

 “Results of rating were affected by improvement of indicators of Moscow in the direction “A2. Effectiveness of construction permit procedures. ” In this section, on the basis of surveys of developers, the number and duration of procedures that the developer needs to undergo from obtaining an urban planning plan for a land plot to a construction permit were analyzed, thus, the assessment included the stages of urban planning preparation, the conclusion of connection agreements, the examination of design documentation”, – said Sergey Levkin.

He clarified that in terms of the number of procedures, Moscow moved from group “B” to group “A” (+ 1 position). According to the average time for obtaining building permits, Moscow moved from group “D” to group “A” (+ 3 positions).

“Thus, Moscow for the first time entered group” A “in 2 of 3 indicators in this direction”, – said Sergey Levkin.

This was achieved, inter alia, due to the fact that in Moscow the terms of most procedures evaluated within the framework of the rating were reduced, for example, the period for issuing GROM was reduced to 14 working days, the period for issuing building permits – to 5 working days, the period for concluding contracts for connecting to engineering and technical support networks – to 20 working days. Since December, 2018 on the Official portal of the Mayor and the Government of Moscow of mos.ru the unique service which allows to receive within the uniform application in electronic form services of the resource supplying organizations for connection of objects to engineering networks is realized.

The results of the National Rating of the State of the Investment Climate in the Constituent Entities of the Russian Federation in 2020 were presented as part of a meeting of the Supervisory Board of the Agency for Strategic Initiatives.
