Moscow region reduces terms of consideration and approval of urban planning documentation

The total volume of investments in the construction industry of the Moscow region in 2015 amounted to 302.5 billion rubles, while in 2014 this figure was even more – 321 billion rubles. This was announced by German Elyanyushkin, Deputy Chairman of the Moscow Region Government.

“Despite the difficult economic situation, developers show high interest in the regional market and the Moscow region government support business creating comfortable investment climate,” said German Elyanyushkin.

The Moscow region is experiencing strong growth of construction of residential and commercial real estate. In 2014, construction permits were issued for about 10 million sq. meters of real estate, and in 2015 this figure reached about 12 million square m.

The total commissioning volume of real estate in the Moscow region in 2014 exceeded 13 million sq. meters, a similar result was achieved in 2015.The Moscow region authorities have facilitated procedures for obtaining permits and approvals.

The following terms are set for developers of residential and non-residential facilities: 38 days – for development of area planning design (PPT), about 90 days – for approval of area planning design, 30 days – for obtaining development plan of a land plot (GPZU) and 10 days – for issuing a construction permit.

In order to support investment activities the Moscow region authorities are ready to proceed with facilitations in obtaining approvals and permits for construction projects of non-residential real estate.

Two options to optimize the life cycle of projects have been developed. The first involves reducing of term to 99 days – from the date of submitting the application to the date of starting works on construction site. According to a second option, the term of consideration and approval of urban planning documentation can be reduced to 24 days if GPZU will be issued without PPT (in case of absence of serious encumbrances in a project).
