Moscow starts implementation of the pilot project for transfer of network companies’ services to the electronic form

Translating the services of technological connection to networks in the electronic form, as well as the inclusion of resource-supply organizations in the system of inter-agency electronic interaction will help reduce the deadlines for delivery of object. That said Sergey Levkin, the head of the city-planning policy department of the city of Moscow at the round table named “Is it possible to radically shorten the terms of joining the projects under construction to engineering networks?”

“The government of the Russian Federation adopted a resolution to conduct a pilot project in Moscow, the Moscow region and St. Petersburg to transfer the services of grid companies to electronic format. Its main goals were the possibility of filing a single application for connection, reducing the number of documents requested from the applicant and regulating the procedures of network organizations”, said Sergei Levkin. According to him, work is currently under way to prepare and conclude agreements between the Moscow government and network organizations that will establish the procedure for interaction when connecting the constructed buildings to networks, as well as the rules of interaction when translating procedures into electronic format.

“Joining networks is one of the most important topics in the work of developers, regardless of the sources of financing for the constructed facilities. Three years ago, when the volume of real estate entering in Moscow approached 9 million square meters per year, the problem of technical connection came to the fore, “Sergei Levkin said. According to him, from the construction readiness of the facility to the connection of all networks, today it can take up to 1.5 years. Translation services of network companies in electronic form, as well as the inclusion of resource providers in the system of inter-agency electronic interaction will help reduce the time of delivery of facilities, as well as significantly simplify the work of developers.
