Moscow suggests improvements to federal regulations in construction
Action Plan for Cooperation of the Ministry of Construction, the Federal center of price formation in construction and building materials and the Moscow government was signed within the framework of reforming the system of pricing and cost estimates in construction sector of Russia.
As it was noted by the Head of the Department of urban planning policy of the capital, the document implies joint work on harmonization of costing standards databases of the Federal budget-normative base. It is currently being developed as well as TSN-2001 (Territorial estimated standards) for the Russian capital. In addition, they will work on joint finalization of a draft Decree of the RF Government “On cost-effectiveness of re-used project documentation.”
The adopted Law established the requirement of compulsory use of the term “cost-effective project documentation meant for re-use”, which is entered instead of the previously used “typical project documentation.”
Register of the typical documentation was repealed. It will be replaced by the unified register of examination conclusions on project documentation, which will contain information about the cost-effective project documentation meant for re-use.
