Tatarstan, Chuvashia and Moscow headed the national rating of investment climate in Russian regions this year. This was announced by the General Director of Agency for strategic initiatives (ASI) Svetlana Chupshewa on the St. Petersburg international economic forum.

“We have several sensations. First, is the promotion of Moscow. Not just promotion, but getting into the top three, Saint-Petersburg is now included into the TOP-20. For us this is a very important key factor, because Moscow and St. Petersburg are the showcases of the Russian Federation, which participate in the international rating of the world Bank. By these two capitals, the world evaluates the investment attractiveness of the Russian Federation. Here, of course, colleagues have reached serious results,” — said Svetlana Chupshewa.

She clarified that the capital has demonstrated significant growth in areas such as support for small and medium enterprises, but the performance in the areas of regulatory policy such, as the issuance of a construction permit and a grid connection was not sufficiently high.

Top ten positions of the rating include Tula, Kaluga, Tyumen region, Krasnodar Krai, Voronezh, Moscow, Ulyanovsk region. Second ten — Tambov, Kostroma region, Bashkiria, Lipetsk, Vladimir, Rostov region, Saint Petersburg, Mordovia, the Ivanovo and Leningrad region. As told by Svetlana Chupshewa, 51 regions have demonstrated the improvement of the investment climate during the year.

“The investment climate in the whole country got better. The average rating index increased by 5.3 points. A positive sign is the dynamics in the first twenty regions. Two regions in the top three, three new leaders in the top ten and six in the second ten”, — said the General Director of ASI.

We recall that the national rating of investment climate is formed by the Agency of strategic initiatives together with leading business associations of the country. It evaluates the efficiency of work of regional authorities in creating and enabling business environment. In 2017 the index for the first time covered all the subjects of the Russian Federation. The key purpose of this rating is to identify the most effective practices for further distribution to other regions.
