Moscow works in “one window” mode


Moscow is a recognized leader in the optimization and informatization of administrative procedures in construction. In the capital, on the basis of the official portal of the Mayor and the Government of Moscow (, a system has been created for obtaining government services in the field of construction and services of resource-supplying organizations for connecting capital construction projects to the networks of engineering and technical support in the “one window” mode.

To date, in the capital, all the basic procedures necessary for the implementation of the construction project (a total of 21 state services) have been converted into electronic form and are also provided through the portal. In this case, 16 public services, including obtaining a building permit and commissioning, are provided only in electronic form.

Also from December 20, 2018 in Moscow the possibility of paperwork for technical connection in electronic form was provided. Today, developers through the portal can obtain technical conditions, enter into connection agreements and draw up acts on technological connection with respect to networks of electricity, gas, heat and water supply and sanitation with six resource-supplying organizations – JSC OEK, MOEK PJSC “, PJSC” MOESK “, JSC” Mosvodokanal “, JSC” Mosgaz “, JSC” Mosoblgaz “.

According to the results of the experiment on transferring the services of resource-supplying organizations to electronic form in Moscow, proposals were prepared and sent to the Government of the Russian Federation for introducing changes to regulatory legal acts providing for securing the possibility of submitting a single application for technical connection exclusively online.

“Work to reduce administrative barriers and optimize the connection of facilities under construction to utilities is carried out in close cooperation with the Federal Ministry of Construction. Moscow has already prepared a package of proposals and sent them to the Ministry of Construction”, said the deputy mayor of Moscow for urban planning and construction, Marat Khusnullin.
