Moskomstroyinvest proposes to introduce a new state service for processing an agreement on the seizure of land for integrated development of territories (KRT), said the head of the formation and implementation of investment programs Natalia Lisyukova.

In accordance with the provision of the federal law on the integrated development of territories 373-FZ and the Rules of land use and development of the city of Moscow, in the capital, 47 territories for integrated development within the boundaries of 20 industrial zones were identified. The decision on development of which can be accepted by both the Moscow government and land owners. “If none of the landowners has expressed a desire to develop the complex development of the territory, the city announces an auction, the object of which is the right to KRT. In case of disagreement of any of the right holders of land plots, the auction winner has the right to apply to the Moscow City Property Department (DGI) with a request to withdraw these sites from the right holders. The Department issues an appropriate order and within seven days forms and sends to the rights holder of the site a tripartite agreement on the seizure of land with indication of monetary compensation. This procedure should be formalized as a state service, “said Natalia Lisyukova.

The right holder considers the agreement within 30 days. “If the price suits him, the right holder signs it, and after payment of monetary compensation, Rosreestr can register the withdrawal of the site. If the copyright holder does not agree with the proposed price, he has the right to challenge it in court. I note that only the price is being disputed, and not the fact of seizure”, added Gevond Yeghiazaryan, a representative of the Moscow Innovation Agency of the City of Moscow.
