Notification of earthworks can be submitted online

Developers can submit an electronic notification of earthworks using the instructions on the official website of the Mayor and the Government of Moscow, mos.ru said Sergey Levkin, head of the Moscow City Planning Policy Department.

According to Sergei Levkin, earlier in order to carry out earthworks, install temporary fences or place temporary objects, it was necessary to obtain a warrant for the work. On average, 3-4 warrants were issued during the construction process, while each took about 20 working days to complete.

“Thanks to the notification procedure, which began to operate on July 1, 2020, the construction period for the facilities of the Targeted Investment Program, i.e. housing, social facilities built at the expense of the city, will be reduced by an average of 90 days”, – explained Sergey Levkin.

The head of the Department emphasized that under the notification procedure, the powers of the Association of Administrative and Technical Inspections of the City of Moscow to monitor compliance with the rules for earthworks and bring the perpetrators to administrative responsibility for their violation will be preserved.

“Moreover, the applicant will be able to use the notification procedure only if there is a construction permit, a technical opinion of the Moscow City Geotrest, as well as a traffic management project agreed with Deptrans”, – said Sergey Levkin.
