Obtaining land plots in redeveloping industrial zones becomes easier


New legislation on industrial zones development not only provides more opportunities for their integrated rehabilitation, but also makes the procedure for obtaining land plots much easier, said the Head of Moskomstroyinvest Konstantin Timofeev.

He stressed that this document adds to promotion of development of such areas. In the words of the Moskomstroyinvest representatives, the law assumes one of the three schemes of comprehensive development of industrial zones. The essence of the first is that the reconstruction is carried out at the expense of investors.

Two other schemes are designed to implement the project of territory planning at the expense of the city budget. After that, a land plot will be sold to the owner without competition (or, on request of the owner, through competition).

It is to be recalled that on July 3, 2016, the Russian President Vladimir Putin signed the law #373-FZ concerning development of industrial zones. The law introduces amendments to the Construction and Land Codes of the Russian Federation.

In Moscow, the total area of industrial zones is approximately 18.8 thousand ha, of which 13 thousand ha can be fully or partially reorganized.

As previously stated the Deputy Mayor for urban policy and construction Marat Khusnullin, the city has no plans to create new “dormitory” areas on the territories of redeveloped industrial zones.

“Our goal in reorganization of industrial zones is to form an integrated urban development area with workspaces, housing, and social services,” said Marat Khusnullin.
